1797 October, the XYZ affair poisoned U.S. relations with France.
The French saw Jay’s Treaty as a taking sides. They naturally thought the American
had become friends with their enemy.
1798 A Quasi-War with France began. In this short war neither side
declared war, however the French did seize a number of American ships.
